Plans underway for VA clinic, subdivisions, roadwork

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia. 

The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties. 

Here’s a look at projects that appeared in the SEPA register in the past month.  

Highland Meadows preliminary plat

Prosser

John Fetterolf has submitted plans to create 12 lots at 1821 Highland Drive, a 3.8-acre property, to support the future sale of lots for single-family homes and duplex development. Curb, gutter and sidewalk improvements will be made as part of the project, and the sewer main will be extended down Highland Drive to serve the development.

Richland Airport apron reconfiguration

Richland

Century West Engineering has submitted plans to reconfigure the main apron at the Richland Airport at 1903 Terminal Drive to accommodate larger aircraft parking and better use available space. The project involves a 21,510-square-foot apron pavement expansion and the reconfiguration of existing pavement markings and tie-downs to create four new, larger aircraft parking positions. The project also will include the reconstruction of existing thin asphalt on the existing apron to provide enough strength for aircraft.

Ilin rezone

Benton City

Paul Ilin has submitted plans to rezone a 3.83-acre parcel along Seventh Street north of Horne Drive and south of Hope Lane from residential, medium density to residential high density.

Interstate Concrete and Asphalt commercial plant

Benton County

Interstate Concrete and Asphalt has applied for a conditional use permit for a commercial gravel mining, crushing, washing, stockpiling, material sales, concrete and asphalt plant at 188322 S. Plymouth Industrial Road.

Sunny Meadows fill plan

Kennewick

Knutzen Engineering has submitted plans to place and move 5,000 cubic yards of fill dirt at various locations at 240 E. 49th Ave. A future single-family residential subdivision is planned for the property, which is 23.46 acres.

The Bluffs subdivision

West Richland

Frank Tiegs LLC has submitted plans to divide 104.81 acres north of Ruppert Road and west of Keene Road into 406 parcels. The proposed subdivision will be completed in nine phases and will include associated improvements.

Ramirez short plat

Benton County

Jorge Ramirez has submitted plans to replat a 1.25-acre parcel at 630 E. 27th Ave., Kennewick, into two lots.

West Richlnd roadwork

West Richland

The city of West Richland Public Works Department has submitted plans to install new traffic signals, minor roadway tapers and rebuilding within existing right of way, build ADA-compliant curb ramps and pedestrian facilities, pavement markings and channelization, drainage modifications, and associated utility adjustments as needed. The work will take place at the intersection of South Highlands Boulevard and Keene Road.

VA outpatient clinic

Kennewick

Ryan Companies US Inc. has submitted plans to build a 130,000-square-foot VA outpatient clinic on 11.8 acres at 3811 Plaza Way with up to 700 parking spaces, associated drive aisles, utility service and stormwater management system.

I & E Farms LLC short plat

Benton County

I & E Farms LLC has submitted plans to short plat a 19.93-acre parcel east of the intersection of Johnson Road and Wilgus Road in the Prosser area into three lots.

Private shared dock

Pasco

Renae Bobbett has submitted a shoreline substantial development permit for a project involving the use of an existing concrete shore anchor from a prior dock, to include installing new steel piles, a 64-foot-long ramp to a floating dock, a 10-foot ramp to existing grade and a 320-square-foot dock. The proposed private dock will serve two parcels, 12010 and 12014 Harris Road.
